Our Eye Practice in Campbell

Dr. Albert Chang was born and raised in the local Bay Area. After graduating from Monta Vista High School in Cupertino, he attended UC Santa Cruz and Southern California College of Optometry for his undergraduate and graduate studies. Spending 8 years away from home allowed him to appreciate how much he loves the South Bay.

Dr. Chang and his wife, Carol, reside in Santa Clara. He strives to offer the best eye care and build long-term relationships with his patients and their families. He has particular interests in diagnosing and managing ocular disease, including diabetic retinal disease, glaucoma, and macular degeneration.

Dr. Chang likes to think of himself as a noodle soup connoisseur—part of the reason why he loves the Bay Area. He also enjoys playing sports and following local professional teams. However, lately his daughter Abigail has been a bigger preoccupation. He looks forward to meeting you and your family members soon!

Dr. Julia Yu was born, raised, and schooled in Southern California. Once she finished high school, she attended the University of California, Los Angeles, and majored in Neuroscience. She then found her way to Orange County for optometry school, graduating from the Southern California College of Optometry with a great interest in studying, diagnosing, and managing glaucoma, diabetic retinopathy, and macular degeneration.

Afterward, she pursued an additional 1-year residency training at the VA Medical Center in West Los Angeles. She enjoyed her time serving veterans and handling complex cases in primary eye care, low vision services, specialty contact lenses, and in-patient settings.

One of her favorite things about working is building long-term relationships with patients. Beyond the two eyes she is examining, she enjoys getting to know and understand the whole person before her. She aims to ensure patients utilize updated technology, have clear and comfortable vision, and experience the most pleasant eye exam possible. Dr. Yu can additionally communicate in Cantonese, Mandarin, and clinical Spanish.

Outside of the clinic, she loves spending time with her church family and nuclear family. Her 2 boys and daughter are great at keeping her active! They have also helped her grow in ensuring kids have thorough and excellent eye care beyond merely seeing 20/20 through things such as binocular vision testing, exams for special needs children, and myopia control options. She’d love to answer any questions you may have!

Dr. Rodney Lum was raised in Menlo Park and Atherton, attending Woodside High School and later UC Berkeley, where he spent “ten great years of my life” achieving his B.S., B.A., and OD degrees. Of his 28 years in optometric practice, the last 14 have been spent in Campbell as the owner of Campbell Optometric Group, partnering with Dr. Arthur Low.

Dr. Lum is a capable and conscientious practitioner who prides himself in treating his patients as “more than just 2 eyeballs.” He believes that the eyes reveal much about a person’s physical history and even their economic or cultural practices. “I can often tell from their eyes that a person likes his sweets, indulges in too much caffeine, or even that they never wear eyeglasses outdoors.”

In 2013, Dr. Lum was honored by his peers with The Optometrist of the Year for Santa Clara County Award for his service to his patients, profession, and community. He served for over a decade on the Board of Directors for his local professional society.

He has been active in the Asian-American community serving on several cultural and community boards. From representing both his community and his profession, he is quite familiar with the workings of local politics and with our state and local officials.

In what little spare time he has, Dr. Lum ministers to both adults and children at his church as an adult small group leader and a Sunday School teacher for 7th graders. His interests include history, music of all types, and sports (although more as a spectator than a participant lately).

Dr. Lum and his wife Kris are extremely proud parents of an active and engaging 6 year old who truly is the sparkle in his parents’ eyes.

Dr. Gilbert Ruiz is a Bay Area native, alumni of St. Francis H.S. in Mountain View, and completing his undergraduate work at Santa Clara University. He went on to receive his doctorate degree from Pennsylvania College of Optometry.

Dr. Ruiz loves children and has a special gift working in pediatrics. Like the doctors he has joined, Dr. Ruiz is dedicated to serving each patient personally, offering clear advice and explanations to help patients make informed, easy decisions about their eye care.

Dr. Ruiz has a past history with Total Vision Campbell—he was an optician and contact lens technician in 1997 while still pre-med in college. He returned in 2004 as an intern being mentored by Drs. Ross, Wan, Taylor, and Tuan. Dr. Ruiz is committed to servicing the Bay Area through quality care with a personal touch.

Together with his older son, they coach Little League for a younger son. The preschooler in the family is hoping to be swimming soon. The latest addition to Familia Ruiz was born in February 2020: another healthy baby boy!

Dr. Jeanine Tuan was born in Taiwan and lived there with her family until she was 8 years old. Her family settled in the Bay Area, and she graduated from Hillsdale High School in San Mateo. She entered UC Berkeley and received her bachelor’s degree in Biological Sciences.

She continued her education at the UC Berkeley School of Optometry, where she received her OD degree. She has been at Total Vision Campbell since her graduation in 1994.

Dr. Tuan is fluent in Mandarin. She and her husband, Steve, have 2 sons. In her spare time, she is a chauffeur for her sons.
